If it's not working for you in the US it probably won't work elsewhere, your card is maybe faulty or not compatible with the phone (I've used it in a couple of Siemens phones and a Nokia 3100).

I used it at various times in the US and other countries during the winter, it's worked fine for calls (in/out) and usually delivered and received SMS within seconds.
