You input the number or get it out of the address book and then push send: you are then given the choice of which SIM to use.
I think this is pretty standard when you have only one 'send' button on a multi-SIM phone.
All are active on inbound. But can be manually disabled also.

Whereas BLU provides the most inadequate manuals imaginable:
In case anyone has a BLU qwerty dual or tri SIM phone
I accidentally found out how to lock and unlock it.
Pressing the navigation key and then the space bar locks it.
Do it again to unlock it.
