of course incoming calls ring to the voip applicaion only if the simcard is inactive or out of coverage. if sim card is active, incoming calls are routed via the normal gsm route |

![]() So the voip application is completely independent of sim. If I set their voip account in my iphone without the sim inside the phone it will work on their voip under wifi.

![]() This is not strictly true, the incoming calls whether the Sim is active and in your handset or not, will always be routed to the cheapest incoming route, if your wi-fi is on it will be routed trough to you via your VoIP application, which is always free to receive no matter where you are roaming. Only when you turn off wi-fi will it be routed via your normal GSM.
