I have a similar trouble... actually UM+423 has italian roaming only on Vodafone network: well, ok but I can't receive incoming calls from all the italian networks! Vodafone, Wind, Tim and H3G has a busy tone calling any +423663 number... i can receive from Skype and stop.

Do you have a similar problem from french networks, I suspect

PS: i can send/receive SMS, i can call but i can't receive

Try turning off 3G. It's a turbo SIM issue as it sounds to me, nothing to do with the service providers nor the carriers.

I don't have that problem, I'm using it inside an old Siemens S55

Anyway I think that simply a lot of italian carriers can't reach +423663 numbers...
