But since monday Wind changed almost all its prepaid and postpaid plans and options, so now with €8/month you get 200 mins+200SMS+internet forever. But your plan is still ok.

All Italiano MNOs sell prepaid cards at 10€ including 5€ of credit. Sometimes you can get better deals, but that's not the rule.
In Rome 3 should be fine, in Florence not the best, but still ok....

All operators have basically the same roaming options, Vodafone doesn't have any advantage these days... Online refilling sometimes works sometimes not... I hope it will go on working for you! ;)
