In the U.S. you can dial any number from a cell phone that you can dial from a landline. There are numerous companies like pingo and onesuite. Another that seems to be popular on various forums is "tel3advantage.com" They almost all have the ability for you to "register" phones you will be using so you don't have to enter a PIN number. Just dial the LD carrier's number, a second later you'll hear a voice saying "please enter the number you are calling". Most of these services have allow you to enter speed dial numbers into the system so you just need to press a couple of keys. Pingo has PINless dialing but no speed dial. I use them because they have low rates to Costa Rica.
Rates to first world countries are pretty much the same no matter who you use.

Make use of T-M's UMA/wifi free calling from any place in the world with access to wifi. I use an LG G6, wife an S7)
A/o Oct 20, 2013 no need for intl prepaid as T-Mobile U.S. includes voice roaming at 20¢/min (in and out)., unlimited text (in and out), and unlimited data in 140+ countries.

My Plan -[6 lines] U.S. T-Mobile unlimited minutes (incoming and outgoing), unlimited text, fast data on each line. that $145/mo. total! . (In U.S. no surcharge for calling a cell.) If a line exceeds 2G of data in a month, pay $10 more for that line. [That only happens a couple times/year.

For a moment I thought you meant Italy mobile, so I checked

USA - Italy 20 cents; USA - Italy Mobile 50 cents

compare (1st figure US mobile - Italy; 2nd to Italy mobile)

Enlinea (US cents) 6c 28c

Mywebcalls (US c) 2.7c 22-25c

Voipbuster - 1.2c 28.6c

Vyke - 3.36c 25.7c

Voxalot + Voipcheap - 1.2c 14.3c

So, some of us could call an Italian mobile cheaper than Hiboo could reach a landline; that's why I said it is not cheap. 60 or 70 cents between 2 European mobiles is poor (GSM2world is 30c, Voxalot + Voipcheap can be less), and 20 cents between 2 landlines is atrocious. The 40c rate for Iceland mobile only beats 09 Mobile's own 39c tariff by saving the connection fee.

Don't forget that using callback with a US mobile, you'll still be paying for the incoming call, so using a callthrough arrangement is likely to be as good.

I'm try to understand what's the best rate to Italy: with international sims or prepaid card, it's not important how...

I say that Hiboo it's cheap because I'll make only (or maybe) mobile to landline (Usa to Italy).
And I don't understand if pingo.com and others works by mobile phone...because I think that are the very best alternatives to international sims

Hope we don't "have a failure to communicate". Just to repeat, you can use pingo.com and others from ANY phone - landline or cell. You can call ANY number from landline or cell including toll free (what you may call "free call") numbers from landline or cell. With a cell you pay for airtime no matter what kind of number you call.
