It depends how you define Eastern Europe . If you skip former Soviet republics, it seems you are basically right (what about Slovakia?).

Poland is a somehow strange case now as for Voda expansion. Since TDC is selling its shares in Polkomtel, Voda wants to buy them of course, and also buy shares from Polish shareholders in order to take control. But Polish shareholders still hesitate, also for political reasons. They are stil co-owned by the state, and the current Polish government could be described as "Catholic socialist" :P. Of course, I exaggerate a little, but they really don't like large foreign capital (e.g. they are against HVB/UniCredito merger on the Polish market). After all, the results of the French reign over Polish Telecom and Orange don't encourage to similar transactions in the future...
