You can get an Israeli SIM card when you arrive - several cards are sold in post offices, cellular carrier shops, ans several computer, cellphones and even coffee shop chains, Look for signs of the 5 MNO's. When buying a card buy also an airtime/data bundle to fit your needs.

AFAIK Israeli prepaid cards don't allow roaming. A postpaid account requires an Israeli credit card.

Prepaid SIM cards are sold activated and need no registration.
