SMART prepaid not connecting in California

My only experience with that was a guy from P.I. who forgot to activate roaming before he left P.I.

While that can be an issue, I have not left California with it since 2007
[Europe] and have never not had it on roaming since I have never been to the Philippines.
I figured I would use it as a wildcard International SIM for sending SMS.
