According to their website the counting begins with the first registration on a foreign network:

I am afraid the Simquadrat SIM card is not accessable for non-Germans. Simquadrat includes a fixed net number. According to German telecommunications regulation fixed net numbers are bound to a a corresponding city due to owner's registered street address.
