Coopvoce SIM card

In Germany even people working at operators' shops are - mildly said - not experts at the stuff they sell, so I'm not surprised that my friend was refused to buy a Coopvoce SIM. Actually she had her codice fiscale with her and she's fluent in Italian as she graduated in medicine from the University of Rome but she doesn't live in Italy anymore.

Here it's the same also at phone shops and (usually) worse at supermarkets.
Speaking Italian usually helps, but not in this case...

This is what they write in the contract:

2.2 Ai sensi di legge ed ai fini dell’Attivazione SIM COOP, il Cliente deve fornire, sotto la propria responsabilità, prova della
propria identità, del proprio domicilio o residenza ed il codice fiscale nonché ogni altro dato o documento che sia richiesto
dalla normativa applicabile.

It means you have to prove your identity, your address and your codice fiscale, that's all. It doesn't say that if your address is outside of Italy you cannot get your sim-card...
