I think you will find the best that Voda can manage is to transfer the money to another Voda Portugal card, or - possibly - allow you to transfer the credit to another Voda group card account (e.g. Vodafone UK).
TBH I would stick it on eBay and sell it to another traveller visiting that country. THis strategy works for me with rarely visited countries...
