Portugal PAYT sim cards

Can anyone give some advice please?

A few years ago I purchased a new but activated UZO PAYT sim card on ebay to use while on holiday in Portugal. As I am off to Portugal again I checked on ebay without success to purchase another. I have googled and there are none to be found. I suppose like Italy and Spain due to new laws you now have to purchase and register a sim with various proof of ID in the country.

Can anyone tell me how easy or difficult is is for a non resident to purchase a PAYT sim?

In 2009 and in 2010 I only found Optimus willing to sell a prepaid internet simcard without 3G modem. (sim-only)
