When I plug it into an unlocked phone, the phone says "inactive SIM". I tried the vodafone.it web site, and there is an option of activation (I think; my Italian is very basic) here:

but it requires registration, which in turns requires a phone number.

What am I doing wrong? Is there any way I can activate the SIM before I go to Italy?

Thanks a lot for any help!
I suppose you're not in Italy... Vodafone sim-cards are pre-activated, but I think you have to first use them in Italy in order for them to work.
