I don't quite understand what you mean or want. If you are in one country and want to call another, and if you forward one phone, you will still need another phone to call the first phone, and that call will also cost something. If you use callback to the second (roaming) then the first (diverted) phone, it may or may not all be worthwhile, but whatever you do except a simple call there will be two to four tariffs involved.

I make alot of calls to Djbouti whilst roaming, if I use my roaming sim to call Djbouti directly I can pay anything up to $2 per minute. However if i do the following its cheaper because its cheaper to call england than it it to call Djbouti even if you add call forwarding costs:

1) Roaming in Japan need to call Djbouti this is what i want to do
2) Forward my isle of man sim to djbouti, unconditionally & switch it off
3) Use a Japanese phone to call my isle of man number & it rings in Djbouti

Result is I pay 10c to call my isle of man sim + 27c my sim charges to forward my call to Djbouti total cost of call = 37c/min

If I dial directly from my sim to Djbouti whilst in Japan I pay $2 + per minute



Long winded but what else can a poor man do?
