Webacall is one of the cheapest, and correction - it's 6p to Tmobile, and 8p to other networks, but you are right there are cheaper ones like Voipwise, Voipcheap, or JustVoip (but those payment options are a problem). Maybe when i arrive in London the options will change (due to IP location).

Have a look at proxy4free.com and find a UK proxy (or other). If you are in IE, go to Tools -> Internet Options -> Connections -> Lan Settings -> Proxy Server
You can enter a UK proxy address in there and make your IP look like you are elsewhere! Also handy for watching UK license protected live video streams etc. from outside the UK.. (though make sure you are paying for a UK TV license!)

No.. but if a whole minute is 8c it would make little sense to have per second billing at €0.000133/sec
