Australia: 7/11 Speak Up?

I was looking at the prepaid offerings in Australia for a friend and noticed that 7/11's Speak Up prepaid has no expiration but has a 15c/day "access fee". I assume that this fee is charged regardless of the phone being on or off?

7/11 sell recharge only in Australia, they sell major brands in the physical stores via e vouchers.
