But for a normal person WITHOUT any contact with people in Uk is it impossible?

They want a UK issued card? Did you try with free Barclaycard www.barclaycard.it?

Maybe this a common practice between mobile operators... for example Vodafone.it wants an Italy issued card and what's more the owner must reside in Italy!

I was able to recharge my Italian Vodafone account with a German card over their website.

Thanks for reporting this... so it looks as the rule which appears on their site is not strictly enforced!
I'll give a new try at my UK card..
