The proposed approach would be to limit the number of in- and out-bound concurrent channels available to each account (DID) to 1 or 2. Should this functionality not be available in your softswitch, softPBX users can implement this limitation in their configuration profile. You can enforce this rule by charging higher per minute rates for origination and termination on channels 3+.
