Once you change SIMs APN settings will be reset or auto-adjusted and if you change IMSIs of your toggle SIM (i.e. enter another toggle county) your phone does assume that your SIM has been changed and APN settings will be changed. So you need to enter toggle's APN settings for each toggle country you got a local number/IMSI from.

It appears that whenever I change countries all my APN settings are gone from my phone. This is using a Nexus 4 running Android 4.3.
