Both have an Estonian primary number (you can add as many other numbers as you want to either SIM card), but the Plus version is dual-IMSI and offers lower voice rates in the US and Canada (free incoming, 45c outgoing). Currently there is no data service in the US or Canada with the Plus version. There are no other differences between the two SIMs.
