In Rome there should be nearly no differences between TIM and Wind, talking about 2G and 3G networks. Of course, talking about whole Italy, TIM has a more widespread network (expecially on 3G). Wind is simply cheaper, but I think that 5/10 euros won't make you any difference, so you can go with TIM with no hassle.
