Regarding the digital dividend, 3G and 4G were proven to interfere with DVB-C and DVB-T (see
Google Übersetzer). While that issue can be solved for DVB-T by narrower frequency filters in receivers, there's no other solution for DVB-C than skipping the relevant spectrum for cable broadcasting.
