I can't answer specifically for Orange FR, but because of security issues and terroristm fears and just bureaucratic wanting to make jobs for people, some countries have moved in the direction of requiring registration of even PAYG sim cards...I believe Italy has gone in that direction too while in the UK, only Orange really requires some sort of registration of their PAYG sim cards (but they don't require any sort of passport or anything, they just ask you for a UK address and they normally accept any address you give)...I would suspect you will have to drop in to an Orange FR shop with your passport and have the sim card registered...another reason not to buy sim cards from rip off places such as telestial which triple the price and often leave you with a sim that requires some action on your part anyway.
