T-Mobile Austria
I am visiting Austria and I ended up going with T-Mobile.

Same issue trying to purchase a card, they sent me one for free. I use Paypal to top-up card.
But there have been issues for sure. Frankly the US # doesn't work...

Minimum top-up is now 20 pounds (GBP)
I went to add some credit to my Toggle Mobile account today and it didn't display the 10 GBP option any more. The smallest amount to top-up was 20 pounds. :( I did get 22 pounds of credit though...
