many operators that offer "free" roaming restrict the roaming to "friendly" networks to save cost.
Usually you can bypass this by selecting the desired operator at least 4x in a row manually.

I assume you are also right about the method of using the foreign numbers as they really always show up as a forwarded call.

Agreed, and i think many of these travel-SIM are purchased as one-shot for a certain trip. Still people will be annoyed if they plan another trip in 2-3 years and find the SIM deceased.
