It comes in mint condition, unlocked and supports Huawei's HiLink technology which means you don't need any drivers or software on your PC as the device will emulate a generic network adaptor which every modern operating system will detect out of the box. It can be configured through a WebGUI available at http://192.168.1.1 or http://192.168.8.1

Frequencies supported:
LTE: 800/900/1800/2100/2600 MHz (all European LTE frequencies)
LTE category 4 (up to 150 Mbps downlink/50 Mbps uplink)

UMTS: 900/2100 MHz (all European UMTS frequencies)
HSPA category 24 (up to 42.2 Mbps downlink/5.76 Mbps uplink)

GSM: 850/900/1800/1900 MHz

In Germany this device is sold by Deutsche Telekom which calls it the "Speedstick V LTE" and costs more than € 80. So € 33 is a bargain in my eyes.

Do you know if a HiLink device, like the one described above, can be forced manually to work only with LTE technology (does WebGIU allow that option)?

I can't say much about this particular device as I haven't received my own one yet, but in general you can switch the device from HiLink mode to the vintage serial interface mode where all the virtual USB devices come up (I will post the correct AT-command for this as soon as I've found out if you can do it with AT^U2DIAG=0 or some AT^SETPORT=XX command). Once switched to the vintage mode you should be able to lock down frequency bands through the AT^SYSCFGEX command as follows:

Interesting, and by coincidence I've recently watched a couple of these by this seller on eBay UK, wondering whether I should look a bit more closely and might get one

There is also the E3272, and so far I haven't looked at the spec enough to spot the difference

The E3272 is the predecessor based on the older HiSilicon Hi6920 chipset while the E3372 comes with the newer HiSilicon V7R2 chipset, the latter which is said to provide better reception.
Also there's a difference in dimensions and weight:
E3272: 93.3 x 30 x 13.31mm / 45g
E3372: 88 x 28 x 11.5 mm / 24 Gramm
