All of the info from the Vodafone site is correct, you can use a Vodafone UK voucher to refill a Vodafone Germany SIM for example. I get such an option when calling 2345 from my Vodafone UK #. It tells me I can select an option to refill using a UK voucher purchased in the UK or I can use from one of the Vodafone network countries listed on the Top-Up site.

Other than that, Andy and you covered it pretty well.
