To start with, buying a prepaid SIM card in Norway is very easy. Having it activated and useable is more complicated.

All foreigner have to present a valid passport and fill in a activation form. In best cases the shop faxes the forms by the end of the day. And then, hopefully, your prepaid card will be activated within 24 hours.

On my last trip tp Norway, my SIM card was activated three weeks AFTER my return home.

I haven't found any surf packages valid for prepaids. Subscribing customers have a few to chose from.
