Base (the 3rd Belgian operator) has something new: http://www.zoniq.eu/ It's subscription-based, but the rates look nice, for Belgian people... The roaming rates would be interesting for people travelling a bit, but for use only from Belgium Simyo + Voipcheap would be a lot cheaper - from 6 cents and no monthly fee
