I'm not good enough at Norwegian, but I think that especially the quotation pasted bellow should be interesting for you:

Skal du laste ned epost eller surfe på vanlige nettsider blir det raskt dyrere.

Hos Telenor femdobles maksprisen til 50 kroner dagen, mens NetCom krever 25 kroner dagen. NetCom krever i tillegg at du registrerer deg som DataMania-kunde, noe som koster deg ytterligere 20 kroner i månedsavgift"

To conclude this topic, I bought a Telenor Sim and the data rates are exactly like you wrote. Seems to be the best deal for PrePaid data in Norway
Netcom offers a similar package with I think 25NOK / day maximum charge, but unfortunately this is only available to PostPaid customers.
