Yeah, Chechens are Sunnis Muslims, but religion doen's matter much in that war (as in every war, there's always some big economic interest behind).
Anyway, in Italy we always required registration of sim-cards and it was TIM's fault not to do that always. The biggest problem was for TIM itself since many dealers used to activate "fake" sim-cards to get more moeny from TIM showing they were good dealers selling many sim cards... I mean, terrorism is only an excuse, the main reason was money, as usual. Anyway the law in Italy require registration for sim-cards, and I think it's a correct thing.
