Resolved the problem. Embarassing. It was the frequency. His phone does not have the option for automatic frequency switching (as my v60 does). And when he was getting a voice response telling him that the Number was not Allowed, I figured that he had to be connecting to something.

But after I saw that the service had not recognized that he was in Ireland I did some more digging and found an older version of the manual online without the automatic option. Sent that to him and suggested that he check. Found it set to 1900. Reset it to 900/1800 and everything is fine.

Thanks and sorry to have inconvenienced everyone. Maybe this will serve some good purpose and save someone from making the same mistake I did.
