The Isle of Man sim is basically two products - postpaid (gt-sim) and prepaid (as sold by 0044). I don't know if the (new) globalsim product is the same, although the lack of Mexico roaming is a strong clue.

GT-sim and 0044 are provided and have some support by Callkey, in Castletown on the Isle of Man (in fact the 0044 product isn't even rebranded, it is the base "Callkeyone" card). Neither seem to bill for sms yet.
