I use skype on O2 and it works. I think Vodafone blocks skype calls over 3g network or charges extra for skype. Is it possible to use VPN to make skype calls on Vodafone 3g network?

they dont block anything and also dont charge extra. But as of their terms of service VoIP calls are not allowed. Via a VPN it will work too of course

I think it will depend on the country you are in. So far there are countries banning Skype which is metioned here:
