Is there anyone else with a UK number that can come near to that rate?
I read through the 'closure FAQ.'

When did you receive the email. What date is on it?
Hopefully your balance is not too large.

Why is SIM 4 Travel closing?
Truphone Limited purchased the assets of SIM 4 TRAVEL in 2008. Having operated the SIM 4 TRAVEL business for over 4 years, the Truphone Board of Directors have decided that it is no longer commercially viable to continue the SIM 4 TRAVEL business division, which has become surplus and financially burdensome to operate.
Well that explains Truphone's SIM offer.

Too bad they are not able to transfer balances. Maybe they can?
Yes they can. They should have put this higher up the FAQ.

What were the rates for a UK to UK mobile call?

What is in it for you?
We’ll give you a free SIM and £10 credit when you come over to Truphone
With Truphone you can use data too
Choose an international number from UK, US or Australia, there are no roaming costs at all and local calls are charged at a local rate - so it's just like being at home!
The best one can hope in SIM closures like this is the balance is preserved.
Most international SIM closure have been total losses to customers.
