does starter pack what includes USB modem come with some per-paid amount, or balance is 0.0 ?

In other words
if i buy this usb modem starter pack and would like to go for 3 gig option (surf flat 19.90 / month) - then do i have to buy scratch cards for 20.00 or for 10.00 or 15.00 ?
