Wind Internet no Stop officially doesn't allow VoIP, I don't know about TIM. If you buy a Wind usb stick you can activate the Mega Unlimited (5GB/month at full bandwidth) for 10€/month which is a good offer. And VoIP is allowed. There are no other charges.
