In each country there will be only one network with cheap data, the others much more expensive. So you need to set a whitelist with ops. I dont think that the VT310 or GT60 can do that as they are quite stupid chinese trackers (btw: 349 Eur for them is quite a high price indeed)...

p.s. (no advertising, but we have our own firmware for this hardware, of couse we can configure single networks per country... (thats what we doing with our customers needing roaming. 349 includes livetime serverusage, i dont know any other company where you dont have to pay monthly charges for the serveruse...)
