The discussed cuts of roaming tariffs is definitely becoming reality after the EU Parliament has approved the bill:
European Parliament Votes to Approve Cuts on Roaming Charges Besides the cut in SMS-prices from July roaming calls within the EU will be billed by the second after the 30th second.
