It's a interesting thing, but pay attention that the actual "EU international tarif" between Switzerland and most of european operators (3ITA is excluded, for example) is not really bilateral. In fact swiss operators and EU's ones have an agreement "sua sponte", not by law. So I think that only a swiss citizen can contact the national Authority about the UM's prices.
