There is a column title "Incoming & outgoing roaming fee" with many "free" example but you cwertainly won't say that also outgoing calls are free

. I think that they mean that there "basic rate" is 89 cents/min for incoming and outgoing to US/Canada and "roaming fee" is any surcharge on top of those 89 cents...

Looking at the rate calculator from Belgium to France was .89 each way. Where is the free incoming. Just a thought.

Telestial re-brands TravelSIM as "Explorer" and offers toll-free North American access but the actual phone number is still the Estonian voice number.
