I think TIM in Italy does although I can't figure out how to set it up! (They should make the way to set up English voicemail and phone prompts very clear in the documentation if it exists).

Tim has 3 languages (italian, german* and english), the competitors only 2 (italian and english)

* In Bolzano/Bozen people speaks german, then we have french too as official language in Valle d'Aosta but our operators don't allow it...
