I think virtually all prepaid sims use callback systems. With respect to caller-id and the perception that the caller-ids are spoofed, how does this very from a contract sim roaming in a foreign country. If I use my US contract SIM in Hong Kong to place a call to the UK, the Hong Kong partner will handle the entire call, but will place my US caller-id on it.

What I think there should be is something like an https padlock on caller-id. If the caller-id matches the ANI, mark it as verified (or at least partially verified -- I know that ANI spoofing is possible). They they don't match mark it as unsecure and let the recipient know this, but make the choice whether to answer.
