I think your assessment of international roaming is valid. I would not hold my breath.

And even if or when it does come to pass, I am quite sure the rates will be higher than you would want to pay, both inbound and outbound. Why should the prepaid roaming tarifs be cheaper than for new postpaid customers? You don't expect them to introduce grandfathered 39 cent inbound on prepay while most customers pay 99 cents, do you?
