Need Answer for technical Question

Am ready to buy a Data SIM card when I land overseas. Will get country specific one(s) since as was pointed out to me in other thread - they are VERY cheap as compared to intl. SIMS.

The ones I am looking at all seem to have the following language:

"Data and text only on this card, no voice or roaming."

I know that Data SIMS here in U.S. can not be used in phone and a phone SIM can't be used in Data device.
Can I assume that while I can't directly use this for voice - IF I set up a wifi hot spot with my data device, can I make calls via wifi? (T-Mobile has free wifi calling to the U.S. built into most of their phones.) Or is there some way the SIM could block this as well as Skype calls etc.?

Make use of T-M's UMA/wifi free calling from any place in the world with access to wifi. I use an LG G6, wife an S7) A/o Oct 20, 2013 no need for intl prepaid as T-Mobile U.S. includes voice roaming at 20¢/min (in and out)., unlimited text (in and out), and unlimited data in 140+ countries. My Plan -[6 lines] U.S. T-Mobile unlimited minutes (incoming and outgoing), unlimited text, fast data on each line. that $145/mo. total! . (In U.S. no surcharge for calling a cell.) If a line exceeds 2G of data in a month, pay $10 more for that line. [That only happens a couple times/year.
