Global sim for Europe

Daughter will be traveling around Europe with friends from both the US and UK. Which global sim card will be cheapest for her to call us (in US) as well as to call or text her friends while they are traveling together? Assuming kids from the UK will be using their current phones/sims. Free incoming calls from US to her phone would be a plus. What about using callback services with these global sim cards? Are they a savings or not really? I also need to buy an unlocked GSM phone. Ebay or through oe of the GSM providers? Thanks for any advice you can offer.
