Roaming for the SIM might not be activated in the HLR before the first call on the home network has been placed.
According to the WIND website they have roaming agreements with Rogers, Fido and Digicel (?) for their prepaid customers. Rockjock, I guess your place is covered by at least one of these operators, isn't it?
