They've hinted they also want ordinary termination rates to drop towards 2 or 3 cents a minute. The UK regulator Ofcom is making noises about exploring the possibilities of switching to pay to receive calls, like in the USA; perhaps they could have started thinking about that 10 or 15 years ago.
