I suppose there's no Wind shop at FCO, but I'm not much updated about it...

The link supplied talks about different plans, Super Senza Scatto, Wind12, or Wind4, and they have a set-up fee ranging from € 4.80 to 7.00. Does this mean I have to pay to sign up for one of the plans as well as the set-up of the sim? I don't plan on making very many calls, so I prefer not to sign up for any plan.
